Safety Management System

Schools should have a safety management system in place in line with HSG 65 Managing for Health and Safety – based on PLAN DO CHECK ACT approach. Having a school or Trust Health and Safety policy is only an element of managing health and safety and does not signify compliance with health and safety.

Schools Safety Management System – The elements:

 

PLAN

  School Health and Safety Policy in place (reviewed annually) See Health and Safety Policy section.
The health and safety policy should include:

– Signed statement by Headteacher and chair of Governor.

– Responsibilities section.

– General arrangements for Health and safety.

  Health and Safety part of a committee for example Finance and Premise committee or Full Governing body. See Health and Safety Committee guidance.

  It is recommended that the school appoints a Health & Safety Governor to champion Health and Safety.

 

DO

Have in place good building management records.

Fire
Legionella
Gas safety
Electrical
Provision and Use of Work Equipment

  Planned preventative maintenance schedule in place. See Work Equipment section.

  Asbestos Management Plan (Asbestos survey, signing asbestos log, training). See Asbestos section.

  Contractor Management procedures in place. See Contractor Management section.

  Risk Assessments in place and implemented and monitored. See Risk Assessment section.

  Staff Training (induction and ongoing training). See Training section.

 

CHECK

  Monitoring of health and safety:

Active monitoring (Weekly site agent checklist, Termly walk round, Annual monitoring of H&S) See Audit, Inspection and Monitoring section.

Reactive monitoring (Accident investigations). See Accident section

 

ACT

  Health and Safety Reports to Governors/trustees (termly)  See Audit, Inspection and monitoring section.

The report should include:
Accident statistics including trend analysis
Key Health and Safety risks such as fire
Visits from enforcement officers. See enforcement officer guidance.
Key findings from any reports

  Act on any reports for example legionella risk assessment.
